Can I sue the utility responsible?

More details to this question:
A water main near the highway was broken away due to a prior accident. The water flooded the road, causing my car to hydroplane and leave the road causing extensive damage. No warnings of this water were present although a utility truck was parked north of the broken main while the water was spreading south in the north bound lane. We came upon a curve in the road and focused on the truck parked up ahead and never saw the flooded road. We feel some sort of warning should have been placed in the north bound lane ahead of the danger. The person in the parked utility truck was waiting for a repair crew and should have parked south of the water to alert oncoming cars. Can we sue an utility?

Yes , one can sue a utility company. If the utility company is a subsidiary of a municipality , there may be special rules and notice requirements involved. The parties that initially damaged the water line may also be involved in the lawsuit.
