Can I sue workers compensation?

More details to this question:
Well, first it is my father that wants me to look for a lawyer. He has been having trouble with workers comp asking us to fill all these paperwork and they never paid him pack. He was injured 03/26/2012 and they told him workers comp would pay him but since it was an emergency he could pay with his personal insurance. Well ever since they have paid nothing and after knee operation and about half a year without work, they payed him like 400 bucks. Can he still sue for full compensation?
