Can l still challange Cigna HealthCare to bring long over due closure to this problem

Looking for an attorney that will go up against Cigna Health Care for a cash settlement over a Botch surgery in 1993 by doctors Cigna referred while under the Texas Workers Comp program that never got closure. The medical problems I live with that was caused by the surgery are still very painful and impairs my daily life, Damaged Rotator Cuff tendons, impingement of the collar bone from a abnormal surgical cut, damage brachial plexus and muscles, shoulder blade winging from a torn long thoracic nerve, the winging tore and diffused a patch of localize morphea that went deep and effecting the surrounding muscles greatly and with atrophy , the nerves in the cervical neck muscles are greatly effected because of the traumatic trauma to the upper right extremity in that surgery. I can never have a normal health care until this gets resolved.
