More details to this question:
There was a police chase last week. The guy they were chasing hit my car in a stolen car that he was driving. The insurance company will not help since the car was stolen. Can I sue someone, police department, the guy who hit me, any one to pay for my car damage and the money i had to pay to get my car from the tow yard?

possibly...there may be a way to hold the owner of the car liable if his acts or ommissions to act , caused his car to be stolen...other paths to a recovery may also be possible..more facts would need to be explored however.
