Car was hit by an uninsuranced driver

More details to this question:
Car pulled out in front of my boyfriend driving my car and we rear ended them. Local police gave the driver a ticket for failure to yield and the owner of the car did not carry insurance and thought the accident was funny. My insurance recently lapsed and my boyfriend was not insuranced. What are my options going after the driver. Witnesses are available who clearly heard her say she would pay for my damanges and the property samanges that occurred. Day after the accident the driver changed her number. Accident occurred 08/19/2017

Not many options. You will likely need to file a lawsuit to address this, as ticket or not, there will be an argument that some portion of the accidentis also your B/F, as a hit from behind is PRESUMED to be the following drivers fault. Unfortunately, your finaincial irresponsibility combined with the other dirvers place you in situation where you likely spend good money chasing after bad in this instance. THis is penalty for not properly insuring yourself unfortunately.
