Condo Association Retaliation for Complaint and Harassment

Condo association where I live has been performing spalling repair to units around me for months. I never complained about the ringing in my ears and inability to work (telecommute) from my unit for months until I finally had enough when they started performing work on Saturday at 8am. I complained to the president and nothing was done so I spoke with the contractor about the noise and doing construction that early on Saturday was against city code. I am now being harassed by the association president that has emailed me and now texted that if I don't like it I should move and that I am a guest. Since they (more specifically the Assoc President) is harassing me for a clear violation of city code, I am over suffering and keeping my mouth shut about the ringing in my ears, the inability to comfortably live in my house (can't even talk over the noise on the phone) and the harassment I have now started to face. Do I have grounds to take legal action for actual and punitive damages?

Possibly. The bigger issue is are you will to spend thousaonds or tens of thousands of dollars pursuing such a case? If not, then you need to find another resolution.
