More details to this question:
When filing a personal injury case, where the injured party was and still is resident in one state (Washington) and the accident occurred, and the at-fault party was and still is resident, in another state (California), which state court must the case be filed with, or may it be filed in either state? Legal liability is not in dispute, however, the at-fault party's insurance company has offered a ridiculously low settlement amount. Because of low small claims limits in both Washington ($4000) and California ($7500), filing in Small Claims Court is not worthwhile.

Jurisdiction in this case would be where the accident occurred, CA. You should speak to an attorney near where the accident happened or where the defendant resides. Be careful, as the statute of limitation in CA is only 2 years from the date of the accident. This response is general in nature and is not legal advice.
