Does "diminished value" claim from auto accident get paid out of Liability coverage?

More details to this question:
I was rear ended in my 6-month old vehicle. Driver's insurance has accepted liability. Last repair estimate I saw was more than $8k, and will likely increase based on other parts the repair shop said they needed. Apparently, the other driver had only $10k in liability coverage. It appears that the repairs and costs of my rental vehicle will slightly exceed that $10k in coverage. I have a legitimate diminished value claim that will likely be between $4k and $6k. Are these claims typically paid from the liability coverage? And if the total liability coverage is exhausted with repairs/rental, will I have no way to recoup my lost value other than to attempt to sue the at-fault driver?

It is part of the property damage liability coverage and subject to its limits.
