Does the decedent's will rule almighty over the PR/Administrator?

More details to this question:
A plaintiff expires before a settlement is reached against the state. The plaintiff has a will. The will cites specific and different monetary amounts for each listed heir which coincides with different settlement amounts that may conclude from the lawsuit. Assuming a PR/Administrator is assigned for the decedent's estate to settle the funds, do they have the ultimate decision to adjust settlement amounts for the listed heirs at their sole discretion?

The judgments from the lawsuit would come before the distribution to the heirs. Basically, consider them claims against the estate and, all claims must be satisfied before any distributions. From the remaining assets, you will likely have to proportion the assets to settle the directive in the will.
