Does this constitute as a hit and run?

More details to this question:
I was trying to leave a very tight parking lot in a small pickup truck with a small trailer. There was a delivery truck that parked right in my way at last minute and refused to move. When I finally was able to navigate my way out of the parking lot my trailer grabbed the loading ramp that extended out of the back of the truck and the end of it got dragged sideways just a couple of feet. I didn't think I caused any damage to the device that extended out of the vehicle at the time so I left. Now I want to know if this counts as a hit and run and how I should follow through on this. Should I contact the police dept to see if there was a report filled? How should I go about it if I do? The driver might have seen it and might have recorded my plate number. How do I follow through on this?

There are two competing issues here. First, if there is an outstanding ticket out there, then contacting the police might get you some good will if they charge you with a crime. Second, anything you say to the police is going to be used against you and you might be inadvertently making admissions which hurt your case. The only right answer is to hire an attorney where you are located to communicate for your. Your attorney's comments to the police are not your admissions.
