Dog bite. Dog owner refused to pay for hospital bill

More details to this question:
I got bit by a dog a couple months ago. He bit me on my hip and my arm. It was a pitbull so it was very painful. The owner said he would pay for the bill but he never did. Now they're sending it to collections agency because I don't have the money to pay for it. What should I do
