Hit and run

More details to this question:
Is it typical for an insurance to ask me to sign a paper under oath due to a hit and run. They are making feel like a criminal. They already told me that it is normal for them to run an investigation. I’m confused and concerned.

If this is a phantom vehicle case - they will ALWAYS treat the insured like they are scamming them -  because statistically there is a signifcant percentage of that in such claims.
