How can I get falsified auto accident report changed as I was not at fault?

he threatened to do something with my hemiplegic sister injured. I agreed to intersection as scared, did not admit to being in intersection. We were hit by speeding car took of our front bumper when passed us. cop said I ran sign, not yield and said driver said I hit him. no one will change report and cop was never in precinct or on vacation to amend report. now cops using falsely report against me in set up and my ins co will not sue other driver and I may lose new insurance. I asked for ins internal appeal but cops have been calling them not to. I can't find lawyer to take case as go by report. did not get summons or have to go to court. Prosecutors office NJ where happened will not help us and witness report buried. I am having heart problems as bad hit to our car. Police did not let me amend report as on vacation or out on road when I was at station. They used report to prevent me from gettinganother unrelated claim. FBI said get it changed. HOW?
