How can I sue an Auto Action for breaching the contract?

More details to this question:
In terms and condition it is indicated: "All Online arbitrations must be initiated within two calendar days of Buyerโ€™s verified receipt of the vehicle and cannot exceed 10 calendar days from purchase." The claim was opened on the 9th day, the vehicle was bought on an Online Vehicle Exchange. It turned out the company has the agreement with American Auto Auction to list their cars and the seller was the AA Auction, though they were selling it online. Within a month, the company arbitration was trying to have AA Auction responsible for the claim. AA Auction was stating they do not have arbitration at all and was trying to have the Manheim solve the problem: the vehicle was misrepresented and both auctions knows about that but would give no reason (written) why the claim was closed.

I'm afraid your question is not at all clear. You should consult an experienced lawyer and lay out all the facts and documents with him or her. Some of these arbitration requirements may not be enforceable. It is also far from clear what injuries you have suffered, and what kind of damages you might be entitled to. Consult a good lawyer. It sounds like this may be a case where you may need to invest a little in speaking with an attorney in your area and having them review all the documents regarding the purchase to see if there is something that can be done. An attorney might be willing to look over all the documents and advise you if there is a claim, but if the attorney is to get any further involved, would probably have to charge you a fee for services.
