How do I get reimbursed for getting my car repaired?

Recently I was involved in a car accident which was not my fault. What happened was that I was rear ended by an individual who apparently by the poilce officer at the scene stated in the report that she was covered under the policy that she provided to the police. I have all her name, #, contact info and everything. When I went home to call the insurance company they told me that only the car was covered under that policy but she was an excluded driver on that policy. My question is what is the best thing to do, should I bring this individual to small claims, report her to authorities for no insurance, or contact a lawyer and sue for the repair for my car?
