How long can a person wait before claiming damage to car?

More details to this question:
Feb. 2014 backed into another car in parking lot. Exchanged phone numbers, got an estimate under $200 to repair car of person I hit. Never heard again from this person until yesterday with a $485 estimate. I have not seen the car since the incident and am not sure there has not been additional damage. What is the amount of time this should have been resolved. I was willing but the person with the damage got the vehicle repaired.

Generally 5 years. Perhaps request that the person obtain a third estimate to compare to the first 2 estimates.
