how should I proceed now

More details to this question:
My car was parked in a parking lot, when another car attempting to park turned into my car causing about $1200.00 in damage. I called police and was told that they did not respond because it was private property. We exchanged information and she said she was sorry I contacted her insurance and at first they said that they would send a adjuster out which they did. He did a estimate and told me to take it to whatever shop I wanted and they would be in touch with him. I did so they took the estimate but when they contacted the insurance company for authorization to order the parts insurance told them the claim was being denied, I called the adjuster and they said there client was unreachable and they could not verify that they are at fault. how should I proceed I prefer not to go thru my insurance as I do not want my rates to go up. this occured in winter gardeb florida

You go through your insurance company or you wait. Not much in between.
