If you are damaged by an uninsured driver, you can certainly sue them for your damages.
Your first move is to look at your own auto insurance policy and see if you have "uninsured motorist" coverage. If you do, contact YOUR auto insurance company. Think of "uninsured motorist" coverage as insurance you have bought for any uninsured driver that causes you damages. It pays you for the uninsured driver's negligence.
If you don't have uninsured motorist coverage, your recourse is against the uninsured driver, the owner of the car they were driving and their employer if they were on the job.
The challenge in suing an uninsured driver is collecting. If they simply do not have any money, you will not be able to collect anything.
