I was walking down the stairs at work which is a apartment complex.

More details to this question:
The stair is concrete and the bottom was metal I step on it and the whole step fell rusted out. The city's been out and had given the company over a year to fix them I wasn't injured but do I have a case?

Typically, if you have no injuries , then you don't have a case.
