Investigation/car accident

More details to this question:
HI.... If someone had 2 tickets marked on a police report, lost the car accident, because the other person did not get a ticket....... This person had one ticket removed, and corrected through her insurance co, The lady who was not at fault was told by this lady's insurance co about the mistake. The lady who was not at fault had started being watched maybe a year or after the accident. This was after everything had went through both insurance co. The lady who was being watched..... Who would have started this investigation ? Would it have anything to do the car accident? Thank You

Your factual situation is sort of confusing. If one of the parties to the accident is making an injury claim, than it is not necessarily unusual that the insurance company would be doing some investigation of how the accident may have happened and/or hire a private investigator to follow the person to see if they were really hurt (surveillance in public places). It does happen, although not routinely.
