Is a driver at fault for hitting a pedestrian while turning right on a red light?

More details to this question:
I was jogging this morning and went to cross the street while the light was red. There was no crosswalk or stop/walk sign. I noticed an approaching intending to make a right turn at the red light. The driver did not stop to let me cross the street and bumped me, knocking me down on the floor. I banged my elbow on the ground as I went down. Driver did not get out of the car to see if I was okay. He rolled down the right window and claimed it was my fault. The driver then drove away without offering to call anyone. I then called my parents who live near by and they drove me to the ER. Luckily I only had some bruises, however, I am still in shock about the whole ordeal. I managed to get the license plate on his vehicle as he drove off and I have filed a police report at the hospital. Am I at fault? Or is the driver responsible? What can I do?

He can be criminally charged for leaving a scene of an accident.  Also as to whose at fault, was he allowed to make a right turn on the light? Even he was, he still  has to careful to watch for pedestrians crossing.
