Is refusal to pay court ordered workmen compensation a civil case?

More details to this question:
For more than two years my daughter's employer has refused to pay her court ordered workman compensation. They have also refused her attorney's attempts to settle the claim. Does my daughter have a civil case against the company? If she does, will an attorney handle the case on contigency? Thank you for your assistance.

A valid Workers' Compensation Court judgment can be made a judgment of the District Court and enforced through the District Court as any civil judgment. Your daughter should retain an attorney to assist her, and I am surprised she does not have an attorney for the WC case.
