is there anything I coud do?

More details to this question:
Hi I got in an accident and needed to paint my bumper. This random guy at a stop light asked me if I were looking for a guy and since I was we pulled over to a parking lot and I decided to have him do the job. He said it would take a day so he came over to my apartment and did the paint job and he had the spot covered and told me he was done so I paid him 250 and he said he needed to buffer the spot so he would bring the eqquipment the next morning and finish it but since then he hasnt done anything and my cars still sitting with a horrible paint job and its getting close to a year and he said he would fix my side skirt after getting clips but he is giving me the same excuses all the time for months and hasnt done anything still I know it was my fault but I am a foreigner and I thought I would not be scammed like this..

You asked for a cheap job and you got a cheap terrible job. If you know the person you can sue him in Justice Court. It is probably not worth it but if you want to try to give him a lesson go ahead. You lost $250 plus what it costs to do the repairs to correct the shoddy work so sue him for that amount. It is not enough loss to consider hiring an attorney but you can sue by yourself. Next time,remember that if it is too good to be true it is too good to be true!
