Is there such a thing as "probable tickets"?

More details to this question:
Car accident. A person crossed an intersection and received "failure to yield" & inattentive driving on the police report. The lady who hit her received "no" citations. This lady checked with the police to see if she had maybe received a late citation. She was told that she was not at fault, even the following year. The inattentive driving ticket was removed. The lady had paid for the "failure to yield" citation. The lady who received no citations, went under a type of "being watched" by detectives or the police. The lady who received the 2 tickets, someone she knows claims that her tickets were "probable tickets". Could this be true? Thank you for your advice.

that makes absolutely no sense. Can you be "probably pregnant?" I doubt it. You are at fault or you are not at fault. If she got tickets, those are real tickets, but it is now too late to fight them.

Sounds like gossip or nonsense. Police don't watch people unless they are suspects or unless they give police a hard time.they don't care about your ladies.
