More details to this question:
I was in a car accident as a passenger in a cab 6 months ago. The cab recording device showed that this woman ran the light and t-boned us. Police determined she was at fault, Her insurance (state farm) is taking way too long to reimburse me for my medical tests/treatments. They are saying that my husband(who was in a different state on the day of the accident) has to sign a release and the reimbursement check will be made out to him as well. This doesn't seem legal to me.

While I am not familiar with your specific case, most likely the insurer is seeking a waiver from your husband of any of his derivative claims (such as loss of support, loss of consortium, etc.).  You can state that you are unwilling to settle on the terms specified by the insurance company, in which case there will be no settlement and you will be free to pursue your claims.
