Legal Responsible for Damage

More details to this question:
I live in a gated community. The board directed the HOA rep to obtain a quote for the installation of rumble strips at the gate entrance and report back for further discussion. Someone on the board directed the HOA rep to proceed. The installation resulted in a cracked windshield to my vehicle.Can the HOA and the board be held responsible???

Not likely, as the vibration from a properly installed rumble strip would not cause such damage if driven over at a proper speed. This sounds more like an excuse to start a political controversy with the HOA.
