Negligent behavior on a race track during a test day causing damages.

More details to this question:
At a recent test day on a race track (not an event sanctioned by a racing organization) an individual failed to brake in time and rear ended my car putting it into a wall causing $4500 worth of damage. The individual admitted fault at the time, had similar incidents with other drivers but refuses to pay for the damage. The incident happened in one state, the individual and I live in different states. How do I file a claim against him?

Find out the auto insurance company for the at fault driver and make a claim against his auto insurance company.  If you do not know the name of his auto insurance company, perhaps your auto insurance company will be able to determine his auto insurance company.  Good luck with this matter.
