I was in a restaurant and a moose head fall on my head and I needed to go to the ER for check up. No concussions, I guess that I was lucky. My question is if in the state of Georgia can I collect the insurance market price from the restaurant and a small fee for pain, embarrassment and suffering?

You definitely have a claim in Georgia against the property owner. While damages may not be all that significant, you do have a legal claim.
