Possable Hit And Run Charge?

More details to this question:
The car in front of me was stuck at a green light. I drove around it and unbeknownst my car brushed against theirs and dislodged a side mounted license plate that protruded from their quarter panel. I continued to work 1.3 miles from the scene, the other car followed me there and it was then that I found out. The other driver claimed Hit And Run and called the police. When the officer arrived he also indicated Hit And Run. But in the end, he said he wasn't going to fill out a report or give me a citation. He said if he had cited me, it would have been for unsafe passing. All I was given was a Drivers Exchange Card. I filed my own police report at the station and notified my insurance. I don't know if the other diver will file a police report and claim Hit and Run. Can I still expect a summons for Hit And Run since the investigating officer declined to make out a report or cite me?

The odds that you would be cited at this point for the traffic violation is slim.  However the other driver (or their insurer) could still bring an action for property damage related to the other vehicle.  However if the sum total of the damages is small enough, the odds that an action would he brought are likewise slim.
