Shouldn't the in home boarding insurance cover this incident if dog bite while at an in home boarding facility?

More details to this question:
I placed a dog to an amazing couple who left the dog while on vacation. She left the dog at an in home boarding/training/doggy daycare facility. The woman who owns this facility had an excessive number of dogs and was not even at the home when the bite happened. She left and a relative came by, opened the back door and the dog bit the little boy.

Yes, but if you have home-owners coverage the 2 insurance companies may battle it out as to who will cover the loss.

The owners of the dog would have liability since the dog was their property. The woman running the facility might also be partially at fault for not having the dog penned up, but does she have any insurance coverage [homeowner's insurance normally does not cover incidents related to a business operation].
