My son fell in a irrigation hole on the sidewalk.Putting scratches and a large laceration in his leg.The city is saying they sold that part of the street to the housing developers that are building houses in the area.And in 2013 the builders sent the city an email stating the hole was no longer needed and was being sealed.So who do I go after

If you potentially have a claim against the city, and it sounds like you may, you need to file a claim with them to preserve your right to file a lawsuit. That typically must be done within 6 months of the incident. Have you pulled title records to see who currently owns the property? Has your son had medical treatment?
