If someone hits my parked car agrees to pay for the damage out of their pocket but 3 months have passed and have not given me any money can I still go to their insurance company and file a claim

Yes, you may still go to the insurance company and file a claim. Keep in mind that the insurance company may dispute the claim for not being timely filed. Hopefully you have some documentation to substantiate that the incident occurred with the person who you claim hit it.
