More details to this question:
I have evidence on video of a neighbor hitting my car in the right rear side (it was parked head in) and severely damaging it. Luckily my landlord was able to send me a clip. How do I go about this? I haven't called my insurance company just yet because I don't want them to get involved and raise my rates even though I was not at fault. I left the neighbor a note stating that I have evidence that they did a hit and run on my car and i have their tag #. How much could I get in small claims from them? Should I try and settle out of court instead? Please help!

If they wont respond immediately - report it to your insurance . If you are that worried about the rates going up - fix it yourself and move on. The notion of suing in small claims court is NOT like Judge Judy or Peoples Court.
