I live in a apartment complex an around 12-1 am on 6/24/16 someone threw a brick through the back window and sliced my back tire and I only have liability. Is there anything legally I can do to get my window an tire fixed?

Vandalism is a risk for which insurance is available. Regretfully, you elected not to purchase the insurance and now you are stuck with the repair costs.
