statute of limitations

19 years ago a school bus crashed with me on it. my mother never sued. i had a broken bone and extreme panic attacks. she settled out of court for hardly anything. now that i am older i have serious issues with my previous injuries. i have nerve damage that causes severe pain throughout and interferes with bathroom issues. i also still have panic attacks. do i have any right to sue now that it has been this long? and even though she made a wrong choice - not my choice - for my behalf back then? do i have any options? thanks.
