Such after towed without arrest

More details to this question:
I got into a crash with another vehicle they called the cops for insurance purposes I did not have insurance so the cop told the vehicle for me not having insurance and did not arrest for not having insurance he never said anything about having suspicions marijuana but after they towed the vehicle to the impound lot I did not give them permission and I was not there they searched the vehicle I found my marijuana and paraphernalia and they are charging me for them

Police are allowed to conduct what's called an "inventory search" once they've impounded a vehicle. If you were driving without insurance and no one else with insurance was available to drive then they are permitted to impound your vehicle.
