Underage unlicensed accident

My daughter is 16 and hasn't gotten her drivers license yet. Her friend who is 18, let my daughter drive her car. My daughter got into an accident which was her fault. Her friends parents do not want to report it to her insurance because she's already had two accidents and her insurance company is threatening to drop her. So, after all of the estimates on the car, it's going to cost $12,000. We live paycheck to paycheck. We can't afford this. Believe me, I know that it's totally my daughters fault and I hate that we are putting this family through this, but this will break us. Is it a law that they have to report it to their insurance? Do we have any rights in this? I feel so horrible because this is my daughters fault.

Your daughter is what is referred to as a "permissive user" which means that the older friend allowed her to drive the car.  The policy on the vehicle should cover the collision regardless of whether that family wants to report it to their insurance or not.  The driver your daughter ran into needs to make a claim against the family who owned the car and it is okay for you to provide the other family's insurance information or contact information to the driver your daughter hit.
