More details to this question:
My daughter was a pedestrian when she was struck and killed by two vehicles the first driver is a habitual offender of speeding and running red lights and was driving with no insurance at the time he killed my daughter

My deepest sympathies on your loss. I guess your question is what sources of recovery can you pursue other than BI limits, if any? If either of the drivers was on the job, you could pursue his employer. If you have UM, you can pursue that. If the auto was owned by a third party, you could pursue that individual. More facts would need to be explored for a deeper analysis.
