Unlatched Hood opens and causes damage at speed.

More details to this question:
The primary hood latches were undone and the hood opened at speed causing damage to the hood and window frame. I did not have insurance for "collision". I do have "comprehensive" insurance however which the insurance company said would not cover this instance. The hood hitting the vehicle is considered "collision" they said. I am trying to get advice as to whether this is truly a "collision" incident or "comprehensive".

I suggest that you check with the DC Dept of Insurance which regulates insurance companies doing business in DC.  Good luck with this matter.
