What are the rules when it comes to auto accident payments?

More details to this question:
If you have an accident with somone's car because the tire blows out and the owner chooses to junk it for $350 and not put it through insurance or fix it for $1,000 estimate that was given, are you still responsible to pay the owner for the value of the car?
