More details to this question:
I bought a vehicle from a gentleman in December of 2014 and he has yet to give me the title. I've contacted him on many occasions asking what was going on with the title. I've told him I was going to take him into court for it.

If you have a notarized bill of sale, then file suit. Note that you will have to bear your own court costs and legal fees and hope that the court will order you reimbursed.
Before filing suit, a trip to BMV with all the paperwork might provide a better solution.
