What can I do for this hospital neglect?

More details to this question:
My dad went into hospital and his arms were fine 3 days later he has a torn rotator cup in left arm he asked me to help slide him up on bed and I went and asked for help. Before I left room to get help he stopped me and said that nurse is out there and I don’t want her she is very rough but she came in to help all we had to do was move him about a foot I said we will slide him up using pad under him when we each grabbed pad to slide she yanked so hard that if there was no pillow behind him he would have smashed his head on headboard. I said to her easy know she just gave me an fun look and walked out of room is there anything I can do about this he was supposed to go to nursing facility for physical therapy so he can come home but now he can’t till they fix his arm he is too old for surgery. Get an authorization from your father for release of medical records and get copies of all his records right away. Immediately report this to the state agency that regulates hospitals. Also, demand a full investigation from the hospital administration. Be polite but persistent, don't make accusations or threats to sue. Be patient also, these things take time, but they do take them seriously.
