What can I do if a neighbor harasses and threatens me and my dogs?

I have a neighbor that will stand in the tree line in the dark with a light on his head and harass my dogs and make them bark and threaten to kill them and me. Then he will stand in his yard filming me. I have proof of that because I recorded him doing it. The police won’t make contact with him because he drinks and carries a pistol.
