You may be able to file a mechanics lien on the car. Talk to a lawyer who specializes in that kind of thing. You may also send him a bill for the work, and charge him rent for storing the car. When the bill gets large enough, you may be able to sue him and then take the car in payment, so you can sell it. Don't do that without having the court award the car to you.
