What can I do regarding a car purchase fraud?

More details to this question:
I purchased a used car two years ago. The car claimed to have a clean carfax on the ad for the car even. They showed me a clean carfax at the dealership. One owner and everything. Now I'm going to trade it in 2 years later and I am being told there is frame damage on the carfax. When I looked it says frame damage announced at auction 3 months prior to me buying it. So when I bought the used car from the dealer it was a frame damaged car but they showed me what I believe was a false carfax and claimed it was a clean carfax. My car is worth almost $4000 less than I expected.

You can sue for fraud, but be careful: you have to prove the fraud. Can you?what is and what you can prove in court are often 2 different things.

You sort of answered your own question. According to the facts as set forth in your statement, you are the victim of fraud. Proving it may be another matter, if you don't have the fraudulent report that they showed you. Find out what the limit for small claims court is in your area. If the limit is more than the $4,000 you referred to, you can sue them there. You also may want to report this to the Attorney General's office in your state, they may have a consumer fraud division, or possibly the DMV if they regulate car dealerships.

You need to file a complaint for fraud. It may be that your statute of limitations has run; however, since you only discovered it, you can probably still maintain the action. I presume it would be a small claims action.
