Have you discussed this issue with your lawyer? Usually, the client pays the costs and disbursements of the action, or if the lawyer pays, s/he will expect prompt reimbursment from the client. If that is part of your agreement, then try to find the funds to pay for the records. If it is just a question of the lawyer's neglect of your case, likely he has violated disciplinary rules governing lawyers and you can make a complaint with the disciplinary authorities who oversee these matters in your state. In Wisconsin it is the Office of Lawyer Regulation, which is an arm of the Wisconsin Supreme Court.

Pay for your medical records I guess. Your problem doesn't compute. Why do you want to close? What is the insurer offering? Why wouldn't your attorney want to settle and likely get paid?

Why do you need it closed? What's the issue? Will closing the case heal your injuries, or get you back to work sooner?

Your question is not clear. Your lawyer is not charged for medical records in WC cases. Are you saying that you are not being given medical treatment ? You can close your case by way of a C&R, stipulation or Trial before a Judge. Your lawyer just needs to file a DOR if it is appropriate in time to do it. Ask your lawyer for your options.

If you have a lawyer, ask him or her that. If you are dissatisfied with the lawyer, seek a second opinion.

Those expenses normally are recoverable from the defense so you may be wrong as to who caused the delay. Ask your attorney, you hired him to represent you. You give us no information for us to base any recommendation on because you do not tell us anything about your case.
