What happens now?

My car got hit as I was turning into a parking lot by someone who was coming out of the same parking lot. He had a stop sign. he stopped and then just plowed into me. He's now saying it was a no- fault. I'm saying he never saw me. The police report does not say who was at fault. my insurance says it's my responsibility to go after his insurance company and they are not required to help me with this. What happens now?
