Driving is considered a privilege, and not a right. Therefore, the state department of government that controls licensing sets the age and the requirements to "qualify" for a license. Then, you have to take course work to learn the "rules of the road." Then, you have to demonstrate that you are mature enough and conscientious enough to be granted a license. typically, you can get some sort of a permit at 15 or 16, and then you have to drive with an adult IF YOU INTEND TO DRIVE ON THE PUBLIC ROADS. If you own a huge amount of private land, you can drive on the land without a license but if you get onto a public road without a license, you are violating the law. The license (permission) can be taken back by the state at any time, so if you get too many traffic points, you can expect to be walking for a long time.
