Call the Oregon State Bar. They'll give you the names of lawyers who practice in the area of your concern, and who agree to do a low-cost initial appointment.
Find an attorney that concentrates hi/her practice in the area that seems to apply to your case. You could start with the local bar association for guidance.
Your lawyer. Remember you have the right to remain silent. Only idiots talk to investigators/cops. Remember, no matter what you say it will be twisted around and used against you later.
