Who is responsible for a fall in a parking lot?

More details to this question:
"I'm handicapped, I feel over a row of feed carts that were in the striped section of the handicapped parking. It was dark outside and I never saw the carts until I was on the ground. I injured my foot and spent 2 weeks in a foot boot cast. The store that this happened says the are not responsible for it even though it was their feed carts left in an unlawful spot. They said they were not negligent.
